Check for the existence of a format message set
Description
bool ircg_lookup_format_messages ( string name)
Check for the existence of the format message set
name. Sets may be registered with
ircg_register_format_messages(), a default set
named ircg is always available. Returns TRUE,
if the set exists and FALSE otherwise.
