SCROLLING indicates if there should be scroll bars in the frame.
YES forces the frame to have a scroll bar, even if one isn't needed,
NO forces the frame to not have a scroll bar, even if one
isn't needed. AUTO (the default) indicates that the browser
should decide for itself.

As with so many issues in HTML, it's best to trust the browser. AUTO is the "trust the browser" choice, and because it's the default just leave the whole attribute out.
